The 2025–26 Living Libraries Infrastructure Program was officially launched on Wednesday 20 August 2025 at Emerald Library by the Minister for Consumer Affairs and Local Government, Nick Staikos.
The launch was attended by Member for Monbulk Daniela De Martino MP, Cardinia Shire Mayor Jack Kowarzik, Cardinia Shire Interim CEO Peter Benazic, Public Libraries Victoria Ambassador Andrea Rowe, and representatives from Myli – My Community Library.
The Living Libraries Infrastructure Program offers Victorian councils and regional library corporations the opportunity to apply for funding to construct, upgrade, or refurbish library facilities. The program ensures public libraries remain modern, accessible and responsive to community needs. Minister for Local Government Nick Staikos said, “Libraries are vital community hubs which is why we’re upgrading libraries right across Victoria.”
As part of the visit, guests toured Emerald Library to see the upgrades that have been made possible through funding from the Victorian Government’s Living Libraries Infrastructure Program and other grants. These include an expanded children’s area, a purpose-built study room, and additional lounge spaces for the community.
Myli Interim CEO Bernadette Kennedy said the launch showcased the important role libraries play across Victoria, supporting communities to learn, connect and belong.

They are welcoming spaces where people can explore new ideas, spend time together, and access resources and opportunities that enrich everyday life.
